The Low Income Household Water Assistance Program (LIHWAP) helps eligible low-income households afford and maintain access to drinking water and wastewater services through federal grants. One-time payments are made directly to the household’s utility company. A household can receive a LIHWAP grant for both drinking water and for wastewater services.

Eligibility
Households must meet the income guidelines, based on 60% of Rhode Island’s Median Income Levels for the program year. These are the same income guidelines as the LIHEAP program.
In addition, the applicant must have the water and/or wastewater in their name and be a U.S. citizen or eligible non-citizen.
Westbay’s LIHWAP program serves residents of Warwick, West Warwick, East Greenwich, and Coventry. Residents of other towns should contact their local community action agency.
Documentation
- Proof of identity for each member of the household
- Valid Social Security Number for each member of the household
- Proof of residence (tax bill, mortgage statement, etc.)
- Documentation of income
- A water and/or wasterwater bill
